Graduated from the Universidad Autónoma de Baja California as an Electrical Mechanical Engineer with a major in Electricity. He worked as an engineer at Comisión Federal de Electricidad for more than 15 years in Baja California and Baja California Sur, where he has held positions as Agency Chief, Chief of the Continuity and Connections Center, Chief of the Metering Department and Chief of Trust no. 728, known as ASI Program. 728, known as ASI Program. Later, during the administration of Mr. Eugenio Elorduy, he joined the Government of the State of Baja California as advisor to the Secretary of Infrastructure and Urban Development of the State, and projects such as the development of the first photovoltaic neighborhood interconnected to the Low Voltage Grid, giving birth to distributed generation in Mexico, and the electrification of the south of Ensenada, transcended.

In 2008, in the administration of Mr. Osuna Millán, he co-founded the Baja California State Energy Commission, where he also served as Deputy Director of the state agency, promoting the first wind project developed by a state government in Mexico, known as La Rumorosa I wind farm; they also developed the first solar parking lot at the Children’s Hospital of Las Californias in Tijuana and the first photovoltaic farm in the state for public lighting in the city of Mexicali, among others. Subsequently, he participated as Manager in Baja California of the Mexican company Fuerza Eólica.

He has more than 30 years as advisor, consultant and Director of energy projects such as the Los Santos Solar I photovoltaic plant in Moctezuma, Chihuahua and the “”San Matías Wind Farm”” for the company Pattern Energy in Baja California. He currently serves as Director of the Baja California State Energy Commission for the administration of Marina del Pilar Avila Olmeda.

Shallow & Deepwater Mexico: Offshore oil and gas congress focused on exploration and production of hydrocarbons in shallow and deep waters in the Gulf of Mexico.
