His professional experience in the energy sector includes the positions of: Deputy General Director of Hydrocarbons Legal Regulation at the Energy Regulatory Commission and General Director of Legal Affairs of the same Regulatory Body.
Sergio served as Coordinator of Advisors to the Legal Counsel of the Federal Executive and was Deputy Counselor of Consultation and Constitutional Studies in that agency, where he participated in the technical teams that prepared the constitutional reforms in energy matters, as well as the legal instruments that constitute the secondary legislation in the hydrocarbons sector.
In the Federal Public Administration Sergio was also advisor to the Deputy Attorney General and International Affairs of the Attorney General’s Office; advisor to the Consul General of Mexico in Houston, Texas, in the United States of America; advisor to the Undersecretary of Legal Affairs and Human Rights of the Ministry of the Interior; as well as Deputy Director General of Constitutional Studies and Presidential Instruments, in the Deputy Counselor of Consultation and Constitutional Studies of the Legal Department of the Federal Executive.
At the proposal of the President of the Republic, Sergio was appointed by the full Senate of the Republic as Commissioner of the National Hydrocarbons Commission, for the period from September 18, 2014 to December 31, 2020.
As of April 2021, Sergio joined Agon, a firm specialized in antitrust, as partner of the energy practice.
