José Álvarez Márquez graduated with a law degree from Universidad Veracruzana, where he received an honorable mention in his professional examination.
He completed postgraduate studies at the Graduate Studies Division of the Law School of the Universidad Nacional Autónoma de México, at the Escuela Libre de Derecho, and at the University of Almería, Spain.
Currently, he is a partner in the litigation area of the firm Ibañez Parkman y Asociados, where he has been working for more than 25 years and leading different civil, commercial, amparo and administrative controversies.
From these, he has focused his efforts to specialize in administrative matters, in which he has played an important role in the infrastructure, works and energy sector, having as main objective to analyze the needs of the infrastructure and services sector.
Likewise, he has led numerous litigations for national and foreign clients in important controversies in infrastructure matters, standing out in the development and presentation of the applicable resources for each case before the authority issuing the administrative act, the promotion of the administrative contentious trial and different amparo trials.
He has been involved in the resolution of different arbitration, litigation and non-conformity proceedings before the Secretaría de la Función Pública, which have been characterized by requiring a rigorous study as they are special procedures.
He has actively participated in several public bidding contests in different regulatory aspects, where activities such as the analysis and interpretation of bidding conditions, project feasibility, preparation of information and documentation for due diligence, analysis and interpretation of the regulatory framework, follow-up of the bidding procedure, contracting process, administrative termination, administrative litigation, etc., stand out.
