Gaspar Franco holds a bachelor´s degree in Petroleum Engineering from the Universidad Nacional Autónoma de México (UNAM) and a master’s degree in
Management Skills from the Universidad Autónoma del Carmen (UNACAR). In June 2021, he completed the credits for the Doctorate in Regulation and
Economic Energies at the Universidad Panamericana.
He worked for Petróleos Mexicanos (PEMEX) for more than 14 years and for almost nine in the National Hydrocarbons Commission (CNH).
On April 28th, 2016, was elected by the Mexican Senate as Commissioner of the National Hydrocarbons Commission. He began his period on May 15 th , 2016, and resigned on February 28 th , 2019.
Professor in UNAM’s Faculty of Engineering and is recognized as an expert before the bodies of the Federation´s Judicial Power in the field of Petroleum Engineering. Currently, he is Director of Strategic Planning and Regulation at Fraguva Energy S.A. de C.V., a firm where he is also a founder.
